It is the result of a project, funded by PriceWaterhouseCoopers, to compare the budgeting and accounting systems in nine European countries (Finland, France, Germany, Italy, Netherlands, Spain, Sweden, Switzerland and the UK), at national, regional and local levels, and including current and future practice. The book also has an overview chapter on the diffusion of accrual accounting in those countries and a chapter on the European Commission.
